There are topics of interest to Broadneck (and County) residents for comment during your presentation:
1) EDUCATION a)Future of Common Core? b) Position on Elected School Board? c)Later start times?
2) TRANSPORTATION; a) funding for 4th lane on EB side of Severn River Bridge? b) We need a separate transportation dept. in AA County Government. Will you support this change? Currently transportation staff members are scattered in various departments in the County–no cohesive mgmt.
3) STORM WATER TAX: a) do you support appealing the law? What would you replace it with?
4) DAVID TAYLOR DEVELOPMENT ON THE SEVERN: a) What plans do you support? b) What restrictions? c) citizens’ concerns about traffic between DT and the Severn River Bridge.
5) COUNTY LEGISLATION: a) Bill # 82-14 co-sponsored by Peroutka with Fink to remove ‘workforce housing’ from special exception in R2 and R5 zoned areas. Bill passed successfully–good job by Peroutka!
Many bills have been voted down by the Council. What in particular did you want passed and what did you vote against that would protect the environment/our economy/property/et al….? What bills are in the hopper that you would like support on?
6) COMPREHENSIVE REZONING: We are aware of the need to revise/correct/update/strengthen County code to protect the property rights of citizens. The County is favoring developers who destroy our environment and clear cut lots. This is detrimental in the Critical Areas which results in pollution to our waterways. Then the State/County assesses Storm Water Taxes on residents while they allow developers to further encroach on our Critical Areas. Developers win, citizens lose. Do you have any special focus areas that you would like to legislate in order to protect areas such as the Broadneck from aggressive developers? The Early Heights Workforce Housing project in Pasadena may now be turned into an assisted living complex by Koch….loose County rules for building assisted living homes for the elderly. We may need to strengthen the law for building such structures in residential areas. What are your comments on the current zoning laws in your short time in office? What do you need support on in your intent to improve the zoning laws in AA County?
7) TRAFFIC STUDIES BY DEVELOPERS: The County used to own the responsibility to contract for traffic studies when required for developers to build. They have relinquished that job out to developers. We have seen the same company–“Traffic Concepts” come in and do every study I have monitored over many years and it appears to be a joke. They always support the developer…then the County can use the report by this contractor to support the developer’s project where major inputs/facts are ignored in favor of approving a new development. Then traffic tie-ups occur as more vehicles crowd our streets and highway. The County must take back control over the traffic study and get the fox out of the hen-house. We would like your support on this.–(thanks!)
Michael, these are some of the topics and concerns that are at the top of the list for members of the Broadneck Council and other associated organizations. I do not mean to overwhelm you but want to give your suggestions that you can base the major portion of your presentation on that will make a difference to our members. We have some flaws in our Code which need to be fixed.
Hope I have not overwhelmed you with this lengthy message but I gave you as much information as I could since we will be rushed on Thursday night. Again..please call if you want to discuss.

Broadneck Council of Communities
